Official Community Plan Update

Hope’s Official Community Plan (OCP) Bylaw 1617, 2025 has now received 1st and 2nd Readings (as of December 8 2025) and is on track for adoption early in the new year. This draft reflects months of community input, shaped through rounds of engagement sessions with residents, stakeholders, and local First Nations.

Help Shape Hope's Future

The District of Hope is updating its Official Community Plan (OCP) and Zoning Bylaw (ZB) to help guide future growth and development in our community. These updates will help ensure Hope remains a vibrant, sustainable, and well-planned community by supporting housing, services, businesses, infrastructure, and recreation opportunities over the coming decades.

Community input is an important part of this process. Residents, businesses, property owners, and community organizations will have opportunities to learn about the updates and provide feedback throughout the project.

What is an Official Community Plan?

The Official Community Plan (OCP) is a long-term vision for the future of Hope. It establishes goals, policies, and priorities that help guide decisions related to land use, housing, transportation, parks, environmental protection, economic development, and community amenities.

The OCP provides a framework for how and where growth should occur while reflecting the community's values and aspirations.

What is a Zoning Bylaw?

The Zoning Bylaw is the primary tool used to implement the vision established in the Official Community Plan. It regulates how land can be used and sets requirements for development, including permitted uses, building heights, setbacks, density, parking, and other development standards.

Together, the OCP and Zoning Bylaw help ensure growth occurs in a coordinated and responsible manner.

Why Are These Updates Needed?

Like many communities across British Columbia, Hope is experiencing changing housing needs, population growth, and evolving economic opportunities. Updating the Official Community Plan and Zoning Bylaw will help ensure the District can respond to these changes while preserving the qualities that make Hope a great place to live, work, and visit.

The Province of British Columbia has also introduced new legislative requirements that require municipalities to update their planning documents and better align future land use planning with housing needs and growth projections.

The updated OCP and Zoning Bylaw will help guide future decision-making and support the long-term success of our community.
