Planning to conduct an open burn within the District of Hope? This package provides the information, forms, and resources required to apply for a Burning Permit and safely conduct open burning in accordance with District bylaws and provincial regulations.

Open burning is regulated to protect public safety, property, air quality, and the environment. All burning activities must comply with the District of Hope Fire Services Bylaw and applicable provincial requirements.

BEFORE YOU APPLY

Before applying for a Burning Permit, please ensure that:

• The burn will take place on private property.

• The fire can be continuously monitored until it is completely extinguished.

• The burn location is at least 15 metres from any structure.

• The burn location is at least 4 metres from standing trees, logs, woody debris, or other combustible materials.

• The burn is associated with permitted property clearing or other approved activities.

• You have obtained a Burn Registration Number from the Province of British Columbia.

If you are unsure whether your proposed burn qualifies, please contact the Fire Department before submitting an application.

BURNING PERMIT PROCESS

Burning permits are valid for 72 hours and require a fee of $200.

The application process is as follows:

1. Obtain a Burn Registration Number from the Province of British Columbia.

2. Submit a Burning Permit Application to the District of Hope.

3. Pay the applicable permit fee upon approval.

4. Confirm that the BC Venting Index is rated Good before burning.

5. Notify the Fire Department prior to ignition.

6. Conduct the burn safely and attend the fire at all times.

BURN DAY CHECKLIST

Before lighting your fire, ensure that:

• Burn Registration Number is active

• Burning Permit has been approved

• Permit fee has been paid

• BC Venting Index is rated Good

• Fire Department has been notified

• Fire will be attended at all times

• Water supply or suppression tools are available

• Burn area is clear of hazards and combustible materials

Failure to comply with permit conditions, bylaw requirements, or provincial regulations may result in enforcement action, permit cancellation, or fines.

Planning to remove one or more trees on your property? Depending on the location, condition, and circumstances, a Tree Cutting Permit may be required before any tree removal work can begin.

This package provides the application form and supporting information needed to request permission to remove trees within the District of Hope. Applications are reviewed to help protect the community's urban forest while ensuring public safety and responsible property management.

Dog licences help reunite lost pets with their owners, support animal control services, and promote responsible pet ownership within the District of Hope.

This package provides the information and forms required to licence your dog. All dogs residing within the District of Hope are required to be licensed in accordance with the District's Dog Control Bylaw.

Dog licences must be renewed annually and should be kept current to help identify your pet if it becomes lost or separated from you.

The District of Hope implements seasonal watering restrictions to help conserve water and ensure a reliable water supply for the community. In certain circumstances, property owners may apply for a Sprinkling Variance Permit when additional watering is required.

The District of Hope's Grant-In-Aid Program provides financial assistance to local non-profit organizations whose programs, activities, projects, and events contribute to the well-being of the community.

Grant funding is intended to support initiatives that benefit residents, encourage volunteerism, enhance community services, and strengthen the social, cultural, recreational, and charitable fabric of Hope and the surrounding area.

BEFORE YOU APPLY

Before submitting your application, please consider the following:

• Confirm that your organization is a registered non-profit society serving the District of Hope area.

• Review the Grant-In-Aid Policy and funding criteria.

• Determine which funding category best aligns with your project or initiative.

• Gather all required supporting documentation, including financial information and project details.

FUNDING CATEGORIES

Funding may be available under the following categories:

Seed Grants

For new agencies or societies in the formative stage. Funding may cover up to 50% of establishment costs and is available once.

Special Projects

For unique events, activities, or initiatives that provide a community benefit. Funding may be provided for up to three consecutive years or once every three years.

Special Capital Expenditures

For the purchase of necessary capital items. The District contribution may be up to 25% of the project cost, with the remaining funding provided through other sources.

APPLICATION REQUIREMENTS 

Applications must include:

• A completed Grant-In-Aid Application Form

Applications are reviewed by Council in accordance with the District's policies, criteria, and available funding.

APPLICATION DEADLINE

Applications must be received by October 15. Late or incomplete applications will not be considered.

The District of Hope may provide permissive tax exemptions to eligible organizations that deliver meaningful benefits to the community. This program allows Council to support organizations that enhance quality of life through social, cultural, recreational, charitable, educational, heritage, or community-based services.

Permissive tax exemptions are granted at Council's discretion and may be approved in full, in part, or not at all, in accordance with District policy and applicable legislation.

BEFORE YOU APPLY

Before submitting your application, please consider the following:

• Review the property use and community benefit criteria.

ELIGIBILITY

Applications may be considered from eligible organizations such as:

• Non-profit organizations

• Charitable or philanthropic organizations

• Athletic or service clubs and associations

• Care facilities or licensed private hospitals

• Organizations delivering services in partnership with the District

• Other qualifying entities permitted under the Community Charter

To be considered, the organization's use of the property must demonstrate a clear benefit to the community.

Applications are reviewed annually as part of the District's financial planning process. Supporting documentation may include financial statements, property ownership or lease information, details regarding programs and services, information about community benefit, and disclosure of any third-party use of the property.

Applications must be submitted by July 30 in the year prior to the taxation year for which the exemption is requested.
